The goal of BBC News Online is to "inform, educate and entertain". It suggests that the motivation of BBC is to to serve the public interest. They understand that the public interest is board and the interest changes base on audiences' different social roles like teacher, designer, accountant, parents, retired elder, etc. In order to deliver a better user experience and fulfill various needs, they have a clear navigation bar. Also, I believe BBC knows that a good images contains lots of information in it and they also rank the news by importance. So they always post the most important news along with eye catching image and then organize the news base on catalog.
